OCP Frequently Asked Questions

Where does OCP advertise business opportunities for goods, services and construction?

Opportunities are advertised on the DC Office of Contracting and Procurement (OCP) website. For solicitations over $250,000, regulations require at least one notice in a newspaper of general circulation. Currently, business opportunities are advertised in the classified section of the Washington Times. OCP now uses an electronic solicitation system. Paper copies are no longer available at the DC Office of Contracting and Procurement. For capital construction and related architectural and engineering projects copies are available at the Reeves Center, 2000 14th Street, NW, 3rd Floor, Washington, DC 20005.

Does OCP charge fees to provide solicitations to the public?

In some cases a fee is charged. For capital construction Invitations for Bid and Requests for Proposal, the fee is determined by the number of drawings and the number of copies requested. Fees may range from approximately $25 to $100.

Does OCP transmit solicitations and accept price quotations/bids/proposals by fax or email?

OCP currently uses the eSourcing electronic bid submission system. Bids can only be accepted from vendors through a registered and approved eSourcing account. 

What if a vendor has a question while filling out a request for quote/bid/proposal document?

Please email the contract specialist identified on the solicitation.

How do I file a Freedom of Information Act (FOIA) request and do I have to pay a fee?

Requests may be made by telephone, e-mail, fax, or letter. The OCP FOIA officer has 15 days to respond. Documents may be viewed and copies can be made at OCP (certain exemptions may apply). For Freedom of Information Act requests, there is a  research fee plus $.25 per page copy fee.
